In this article we analyze how the system works <strong>CONAI<\/strong>, the supply chain consortia, the founding principles of the<strong>EPR<\/strong> and the challenges related to the sustainable management of packaging.<\/span><\/p>\n<h3><b>What is the CONAI system and how does it work?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The <\/span><b><a href=\"https:\/\/www.conai.org\/\" target=\"_blank\" rel=\"noopener\">CONAI<\/a> (National Packaging Consortium)<\/b><span style=\"font-weight: 400;\"> It is a private system with compulsory participation, established to ensure the achievement of the <a href=\"https:\/\/youtu.be\/oQeEMeEZZ7s\" target=\"_blank\" rel=\"noopener\">Recycling targets<\/a> and recovery provided for by European and Italian regulations. The consortium operates according to the principle of <\/span><b>shared responsibility<\/b><span style=\"font-weight: 400;\">, involving producers, users and public administrations in the management of the end-of-life of packaging.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Companies that produce or use packaging must register with CONAI and pay a <\/span><b>environmental contribution (CAC)<\/b><span style=\"font-weight: 400;\">, which finances separate waste collection and recycling activities. Revenues are reinvested to support Italian municipalities and ensure the recycling of collected packaging.<\/span><\/p>\n<h3><b>The six supply chain consortia<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The CONAI system is divided into six supply chain consortia, each dedicated to a specific material:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>COREPLA<\/b><span style=\"font-weight: 400;\"> \u2013 plastic<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>COMIECO<\/b><span style=\"font-weight: 400;\"> \u2013 paper and cardboard<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>CIAL<\/b><span style=\"font-weight: 400;\"> - aluminum<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>RECREATE<\/b><span style=\"font-weight: 400;\"> - steel<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>COREVE<\/b><span style=\"font-weight: 400;\"> - glass<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>BIOREPACK<\/b><span style=\"font-weight: 400;\"> \u2013 compostable bioplastic (added in 2021)<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">These consortia guarantee the recovery and recycling of materials released for consumption, developing agreements with municipalities for the collection of differentiated waste and supporting communication and research initiatives. Each consortium annually publishes data, reports and objectives achieved, contributing to the transparency of the system.<\/span><\/p>\n<h3><b>The principle of EPR (extended producer responsibility)<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">There <\/span><b>EPR \u2013 Extended Producer Responsibility<\/b><span style=\"font-weight: 400;\"> is the principle on which the entire CONAI system is based. According to this model, packaging producers are directly responsible for managing their environmental impact, from design to the end of the product&#039;s life cycle.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In practice, this means:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">design easily recyclable packaging<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">minimize the use of mixed or difficult-to-separate materials<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">contribute economically to the management and recycling system<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The EPR principle is also becoming central at European level, with the new PPWR regulation strengthening the obligations for producers and aiming to make all packaging reusable or recyclable by 2030.<\/span><\/p>\n<h3>Packaging and recycling: Italy towards an efficient circular economy<\/h3>\n<p><span style=\"font-weight: 400;\">Thanks to the CONAI system and the collaboration with over 7,200 Italian municipalities, Italy has achieved excellent results in the collection and recycling of packaging. According to official data:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Beyond <\/span><b>10 million tons<\/b><span style=\"font-weight: 400;\"> of packaging waste was sent for recycling in 2022<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>overall recycling rate<\/b><span style=\"font-weight: 400;\"> has passed the <\/span><b>73%<\/b><span style=\"font-weight: 400;\">, ahead of EU targets<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">More than <\/span><b>90% of the Italian population<\/b><span style=\"font-weight: 400;\"> it is served by separate waste collection systems<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In particular, there has been a strong improvement in the quality of the collected materials, thanks to information campaigns and investments in increasingly efficient selection plants.<\/span><\/p>\n<h3><b>The challenges of plastic, paper, glass and metal packaging<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Despite the good results, the packaging sector faces complex challenges related to the diversity of materials and their management:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Plastic<\/b><span style=\"font-weight: 400;\">: need to increase the share of regenerated plastic, combat dispersion and improve the quality of the harvest.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Paper<\/b><span style=\"font-weight: 400;\">: challenge linked to the presence of non-cellulosic materials and the saturation of recycling plants.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Glass<\/b><span style=\"font-weight: 400;\">: improving selective collection to reduce material pollution.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Metals (steel and aluminum)<\/b><span style=\"font-weight: 400;\">: enhancement of urban waste collection and promotion of the culture of domestic recycling.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">New technologies, together with greater consumer engagement and sustainable packaging design, are key to overcoming these obstacles.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Italian model of circular economy applied to packaging is a concrete example of efficiency and shared responsibility. The system <strong>CONAI<\/strong>, through the supply chain consortia and the principle <strong>EPR<\/strong>, demonstrates how it is possible to transform waste into resources, generating environmental and economic benefits.
