In recent months we have been hearing more and more about the new PPWR Regulation, acronym for Packaging and Packaging Waste Regulation, that is, the new European regulation on packaging and packaging waste approved by the European Union.
But what does this really mean for businesses, producers, and consumers?
And above all: is single-use plastic really destined to disappear?
The answer is much more complex than is often told.
What is PPWR?
The PPWR It is the new European regulation that will replace the current packaging directive.
Europe's stated objective is:
- reduce packaging waste;
- improve recycling;
- encourage reuse where truly sustainable;
- promote the circular economy;
- reduce waste of materials and resources.
Unlike European directives of the past, a regulation has direct application in all member states, thus creating more uniform rules across Europe.
As reported by the European Commission on the official page dedicated to packaging waste, PPWR covers the entire life cycle of packaging, from design to waste management.
Plastic is not banned
One of the biggest misconceptions about PPWR Regulation it concerns precisely this point.
The regulation does not ban plastic.
And it doesn't automatically eliminate all single-use packaging.
In reality, the new European approach aims above all at:
- eliminate unnecessary packaging;
- reduce excess packaging;
- improve recyclability;
- encourage the use of properly designed materials;
- increase the recycled content.
This means that well-designed, recyclable and functional plastic packaging will continue to play a central role in the market.
The point is not to eliminate a material outright, but to design more efficient packaging, easier to recover, and more consistent with the principles of the circular economy.
Why monomaterial becomes fundamental
One of the key concepts of the PPWR It is the design of packaging with end-of-life recovery in mind.
And this is where the single-material packaging takes on enormous importance.
A package made of a single material, for example LDPE or HDPE, it is in fact much simpler to:
- identify;
- select;
- recover;
- recycle.
On the contrary, complex multi-layered packaging or packaging made from different materials is often more difficult to manage in industrial recycling processes.
For this reason, the European market is increasingly moving towards simplified structures, recyclable materials, and packaging designed according to the principles of circularity.
Warning: Reuse does not always mean sustainability
One of the most discussed aspects of the PPWR Regulation it concerns the theme of reuse.
It is often thought that reusable packaging is automatically more sustainable than disposable packaging.
But this isn't always the case.
Real sustainability depends on many factors:
- energy consumption;
- transport;
- washings;
- weight of the material;
- CO₂ emissions;
- water used;
- actual number of reuses.
In many cases, lightweight, fully recyclable, single-material plastic packaging can have a lower environmental impact than heavier, more complex, or more difficult-to-manage alternatives.
This is why today we are increasingly talking about a scientific approach based on analysis LCA, Meaning what Life Cycle Assessment, and not only on the emotional perception of materials.
The main PPWR deadlines
The PPWR Regulation It will be implemented progressively through several key stages involving producers, converters, brand owners, and packaging supply chain operators.
February 11, 2025
Official entry into force of the PPWR Regulation.
August 12, 2026
General application of the regulation throughout the European Union.
From this date, many operational provisions begin to apply, including:
- general rules on packaging design;
- operator liability;
- sustainability requirements;
- some restrictions on substances used in packaging.
2027
First operational implementations for:
- harmonized labelling;
- information systems;
- instructions for separate waste collection;
- obligations for some HoReCa and take-away sectors.
2028
The following will gradually come into force:
- new European rules for packaging labelling;
- harmonized information systems;
- more detailed requirements for the composition of packaging.
2029
Obligation for Member States to activate deposit systems, also known as DRS, for plastic and metal beverage containers up to 3 litres.
January 1, 2030
This is probably the most important date for the packaging sector.
From this moment:
- all packaging must be designed for recycling;
- non-recyclable packaging will no longer be allowed to be placed on the market;
- The first minimum recycled content requirements for plastics will come into force.
Examples of minimum expected recycled content:
- 30% for PET bottles;
- 35% for many other types of plastic packaging;
- 10% for certain food contact sensitive packaging.
The regulation already provides for further deadlines, including stages in 2035, 2038 and up to the 2040. For this quick explanation, however, we prefer to focus on the key dates, aware that in the coming years there may be updates, clarifications, and possible application developments to the regulation.
The real goal: designing packaging better
The PPWR is sending a very clear message to the packaging industry: we shouldn't eliminate useful packaging, but design smarter packaging.
Eliminating packaging entirely in many sectors would mean increased food waste, damage, logistical inefficiencies, and energy consumption.
The real objective is therefore to design packaging:
- lighter;
- more recyclable;
- easier to select;
- more efficient from a production point of view;
- more consistent with recovery chains;
- more suited to a truly circular economy.
