The following will come into force on 1 July 2025: new CONAI rates for packaging in plastic, paper, glass, wood, steel and aluminum. Companies will have to adapt to a more complex and selective contribution system, which will reward recyclability of packaging and will penalize those that are difficult to dispose of.

In this article we explain what changes, what are the increases in environmental contributions, and how to prepare for save on CONAI costs improving the sustainability of your packaging.

What are CONAI tariffs and why are they changing in 2025?

The CONAI (National Packaging Consortium) establishes each year the environmental contributions to be paid for each ton of packaging released for consumption. From 2025 the system will evolve further to incentivise theeco design and the adoption of easily recyclable packaging.

The most significant novelty concerns the Paper and composite packaging with a prevalence of paper, for which new contribution bands are introduced based on the certified recyclability level according to the norm UNI 11743:2019 and the evaluation Aticelca® 501.

CONAI 2025 Tariffs for Plastic: Significant Increases

The environmental contribution for plastic will undergo significant increases, especially for the less recyclable bands.

Designing packaging in monomaterial or easily separable can dramatically reduce costs and increase product sustainability.

How to prepare for the new CONAI environmental contributions

To avoid being caught unprepared and reduce packaging management costs, we recommend:

1. Analyze the types of packaging used

Check which contribution band your packs fall into, based on materials and composition.

2. Evaluate the Aticelca® 501 certification

Certify the recyclability of paper packaging can provide a significant discount to the CAC.

3. Redesign packaging with an eco-design perspective

Opt for recyclable, single-material and easily separable materials.

4. Rely on an expert partner
